If a troll it's hard to figure out what they would actually gain here. Psyops to scare a vendor away from using a competing market? If a vendor follows the instructions and PGP encrypts to NCIDE's key, and emails the official NCIDE email address, then they really do get the info.

IMHO the "we are obligated to identify ourselves", "it is required to identify the message by means of PGP", and the whole operation naming make it sound like inauthentic (I don't think LE ever mention this "JCO-DarkHalt" public, did they?)
